On 29 November 2006 based on the results of open tender the Agreement on the project of NPP «Belene» between the National Electric Сompany of the Republic of Bulgaria (NEC EAD) and CJSC «Atomstroyexport» was signed. On 18 January 2008 the Contract Agreement about construction of NPP «Belene» was signed. On 10 July 2008 the official approval for the construction of nuclear station was given by the Ministry of Regional Development and public services and amenities of the Republic of Bulgaria. On 30 July 2008 the construction works started after the signing of the Protocol about the opening of construction site of NPP «Belene».
Preparation of project documentation. In 2011 all works in the frame of the Agreement for the development of design documentation from 29.11.2006 were almost completed.
In 2011 the technical design of NPP «Belene» passed examination in many international organizations such as «Riskaudit» (a preview report about safety case), «Enpro Consult» (TP and a preview report about safety case) and the IPSART mission of IAEA (probabilistic safety analysis) by the decision of the AYAR. So that all demands of the AYAR were fulfilled on the part of CJSC“ASE”.
Despite the fact that the planned NPP «Belene» does not fall within the scope of European stress tests the AYAR recommended preparing a separate analysis (report) about additional evaluation of the technical design as regards stability of NPP to the external impacts of natural character incorporating the requirements of «Jobs on stress tests» prepared on the basis of proposals of the Western European Nuclear Regulators Association (WENRA) in the frame of licensing process.
In 2011 the joint report about probabilistic safety analysis of NPP «Belene» was prepared by specialists of CJSC“ASE”, the National Electric Сompany and an architect-engineer of «Worley Parsons».
The results analysis of additional safety assessment of NPP «Belene» confirmed the reliability of the design decisions in terms of security assurance at the highest level.
CJSC «Atomstroyexport» has fulfilled all its obligations to the Bulgarian customer. The foundation pit of the first nuclear unit «Belene» was prepared to perform works for concrete foundation installation. The system of construction dewatering was built to prevent flooding of the pit through groundwater. The works of production of equipment of long manufacturing cycle were completed. According to the Memorandum of the establishment of the Project company “NPP «Belene»” singed on November 2010 the Financial working group meetings with the participation of representatives of State Atomic Energy Corporation “Rosatom”, CJSC“ASE”, NEC EAD, The Ministry of economy, energy and tourism of Bulgaria, the Bulgarian energy holding (BEH) on the organization of industrial control and the development of financial models for participation of State Atomic Energy Corporation “Rosatom” in the project “NPP «Belene»” were held in 2011. The financial consultant of BEH, the bank «HSBC» has almost completed the work and prepared a positive conclusion on the economic feasibility and expediency of construction of NPP «Belene».
On 28.03.2012 The Ministerial Council of Bulgaria decided to dismiss the construction project of NPP «Belene». The decision № 259 of The Council of Ministers about the definition of a power unit «Nuclear power plant on the site of «Belene» as the object of national importance» from 2005 and the decision № 260 of The Council of Ministers about the construction of the nuclear station on the site «Belene» from 2005 were canceled.
On 10.09.2012 the new edition of the statement of claim was put to the Arbitrage increased the claims up to 1 billion Euros.
2013 year is a support of the statement of claim that was sent to the International arbitration court by The international chamber of Commerce.
