On April 29, 2010 the International Consortium consisting of SKODA JS a.s., JSC Atomstroyexport and JSC OKB Gidropress submitted to the Czech customer CEZ a.s. the pre-tender materials for construction of Temelin NPP power units 3 and 4. The materials submitted contain a list of design technical solutions as well as the information for the scope of supplies, commercial and organizational issues.

Within the framework of the project implementation it is planned to widely localize the activities – up to 70% of the project cost. Already at the qualification stage the Czech-Russian Consortium engaged more than 20 main Czech suppliers of the equipment and services.

On November 20, 2009 in Prague (Czech Republic) JSC Atomstroyexport, Czech and Slovak companies signed a memorandum of understanding in the field of construction of nuclear power plants of Russian design with VVER reactors in the territory of the Czeck Republic, Russia and third countries.

The memorandum text says, in particular: “JSC Atomstroyexport intends to apply to Czech and Slovak companies with requests for supply of equipment and services for new constructions of NPPs both in the territory of Russia and in the territory of third countries, expecting from these companies a competitive offer, including that with the possibility to provide financing. In case of victory in the tender for construction of Temelin NPP two power units, JSC Atomstroyexport in cooperation with OJSC OKB Gidropress, SKODA JS a.s. and leading European manufacturers will make efforts to maximally involve Czech and Slovak companies as suppliers of equipment and services for construction of these two power units”. The depository of the memorandum is a Representative Office of JSC Atomstroyexport in Czech Republic, Prague.

Considering the positive and long-term experience of Czech and Slovak organizations in operating NPPs with VVER reactors and in manufacturing of a significant part of equipment and spare parts for these reactors, the use of such reactors in new nuclear power units will allow to provide energy independence of the country. Besides, when constructing units 3&4 of Temelin NPP it is planned to involve the companies from the European Union countries. To achieve greater energy independence of the Czech Republic, within the framework of the Czech-Russian Consortium offer the Russian party represented by the State Corporation Rosatom envisages an opportunity for  the construction of a fuel fabrication plant in the territory of the Czech Republic. It is planned that the plant will guarantee the fuel supplies for NPPs in the Czech Republic, Slovakia and other European countries.

Russian, Czech and Slovak atomic industries have always been developed in close cooperation. Under Russian designs in Slovakia there were constructed and are operated Bohunitse NPP and Mohovtse NPP, in Czech Republic – Dukovany NPP and Temelin NPP. Nuclear power plants on the basis of Russian technologies of light-water reactors have one of the best efficiency and reliability indicators in Europe and in the world. Today JSC Atomstroyexport renders engineering and consulting services at the site of Temelin NPP in accordance with three contracts for operation of the plant power units.

Since 2012 the project has been implementing with the participation of Integrated Company JSC «NIAEP» - JSC ASE.
